I was using a Thuraya Eco simcard, which, according to Thuraya.com, may be used in 83 "Eco-"countries (not to mistake with Westafricas ECO currency) but shall be blocked in "non-Eco-countries". Cфte d'Ivoire is not on the Eco-country list, while Ghana is supported. However, the simcard is not completly blocked in Cфte d'Ivoire. While receiving calls as well as SMS (MO and MT) is possible in SAT-mode, the only thing barred is to place outgoing calls. Even GSM-roaming works. In GSM mode, Thuraya prepaid subscribers should be allowed to receive phonecalls and SMS. While receiving SMS worked well in GSM-mode most of the time, receiving calls does not, neither in ECO-countries nor in non-Eco-countries. For some reason, the calling party receives a confusing anouncement saying "the number you have dialed is not in use at the moment". Receiving calls in GSM-mode costs a roaming charge of 25 cent. As I have loaded 50USD onto my account, this message should not be due to missing credit but rather to a misconfiguration of the Thuraya system. I'm about to sort this issue out with Thuraya support. What is internesting is that thuraya has signed agreements with several african operators(8 I belive at last count) from the same partent company(Etilisat) that offer domestic roaming on satellite with GSM sims at the customers normal gsm rates. Interestingly last time I checked none of these countries were in thurayaeco. Part of the deals with the local operators is that thuraya gets cheap wholesale roaming. Do no be surprised if we see a future prepaid sim with consistant changes satellite or GSM throughout the entire coverage area. There are already discount traveler gsm sims that charge around 0.30 euro regardless of location in europe and nothing for inbound calls. Mostly with liectenstien or estonia area codes that have higher interconnect charges so it should be profitable still with free roaming. The only thing is that they would probably have to raise the thuraya - thuraya rate since $0.20 would not be enough to cover the interconection if both parties were on gsm and the incoming charges were eliminated. I have noticed a lack of support for thurayeco from most of the major sat phone service providers. I think this is a mistake on there part. They feel that they will lose revenue as people call the same or slightly more minutes. Low call rates might not sell handsets or get people to make call on sat when cell/land networks are available. I know that in my case and many others there has traditionally been a decision to make with each call do I make now or wait for a fixed connection to place the call later more cheaply. Also a tendency to keep the calls short. At $0.39 cents a minute I would go ahead and make the call and talk as long as needed just about every time. Thuraya's expansion into asia counld also mean lower rates long term since aces, globalstar australia, and other globalstar affiliatesin that area have tradionally had rates similar to cellular. Having used iridium, thruaya, aces, and globalstar I can surely say that thuraya has been the best mix of functionalty, price, reliablity, and call quality.
